Veterans’ Preference in Hiring

The 2009 legislative session passed House Bill 2510 regarding veterans’ preference, which took effect January 1, 2010. All state agencies, cities, counties, and special districts are covered agencies under veterans’ preference.

Under this bill, agencies are required to establish, in writing, a procedure for applying preference and then ensure that all hiring managers are made aware and follow the procedure in their hiring processes. 

Qualifying veterans and disabled veterans may obtain preference by submitting as verification of eligibility a copy of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215) or a letter from the U.S. Department of Veterans Affairs indicating receipt of a non-service connected pension. The documentation must indicate honorable discharge from service. Disabled veterans must also submit a copy of their veteran's disability preference letter from the U.S. Department of Veterans Affairs, unless the information is included in the DD Form 214 or 215. Veterans’ Preference documentation must be submitted with your application.

The City of Beaverton will take the following steps in our hiring processes to comply with House Bill 2510:

  • The initial screening process will determine whether the candidate meets the minimum qualifications and any special qualifications for the position.
  • If a veteran meets minimum qualifications (and any special qualifications, if applicable) and submits the proper veteran’s preference documentation, then the veteran will receive an interview.
  • At the interview stage, when the order of candidates is established, the city will add five preference points to a veteran’s score and ten preference points to a disabled veteran’s score.
  • If a ranking system instead of a point system is used, the city shall move a veteran up one placement in the ranking, and a disabled veteran shall be moved up two placements in the ranking. Documentation would be made of this action and placed in the recruitment file.


The law does not require that veterans be hired, only that they receive preference and should they be equal to or better than the top candidate they then be appointed to the vacant position. Upon written request the employer is required to provide the reasons for a decision not to appoint the veteran.
