Transportation System Plan
The City of Beaverton’s adopted transportation plan is Chapter 6, the Transportation Element, in Volume I of the City’s Comprehensive Plan, and the 2035 Transportation System Plan (TSP) in Volume IV of the Comprehensive Plan. The plan identifies what is needed to accommodate existing and future development in the Beaverton area through forecast year 2035.
Beaverton City Council adopted the updated Transportation Element and 2035 Transportation System Plan in September 2010. The update process began in 2008 and was funded through an Oregon Department of Transportation (ODOT) / Oregon Department of Land Conservation and Development (DLCD) Transportation and Growth Management Grant matched with City funds.
Consultant DKS Associates Inc. prepared the TSP and helped take it through the adoption process. The update was needed to respond to changing conditions, to comply with Metro’s Regional Transportation Plan, and to expand the City’s transportation plan analysis area to include newly annexed areas.
The Traffic Commission
The Traffic Commission served as the forum for public involvement throughout the plan’s update process. Open houses were conducted prior to each Traffic Commission public forum. In addition, work sessions were held with the Planning Commission and the City Council to present and discuss the draft.
In December 2009, the draft 2035 TSP was finalized. Four public hearings were held at the Planning Commission, and public testimony was considered. On July 21, 2010, the Commission approved the plan and thereafter City Council adopted it as Ordinance 4551, which became effective on October 21, 2010.
The development of the TSP and the more concise Transportation Element (a summary of the analysis, goals, and policies, and an action plan of projects) are coordinated with the 2035 Regional Transportation Plan and with other jurisdictions’ transportation plans. Coordination with these and other jurisdictions and service agencies is continuous.
