Open Air Beaverton Grant Program

Grant funding to support the design and construction of Outdoor Service Areas across Beaverton

The Open Air Beaverton Grant Program offers in-kind design services and cash matching grants to help businesses create Outdoor Service Areas. Grants are made available to properties citywide, and can be used to support the creation of Service Areas that occupy space currently dedicated to on-street public parking or private parking in a lot. Additional information is offered below.

Design Grants

With these grants, the City of Beaverton will pay for 100% of fees to hire a city-contracted architect, landscape architect, or other designer. Through this grant, you will receive:

  • Time to sit down with your assigned designer and discuss your space needs, aesthetic preference, and project timeline
  • Permit-ready plans, which you may include with your Open Air Beaverton Permit application
  • At least one cost estimate for construction
  • Support from your designer during the permit process
  • At least one revision to your plans, if required by city staff, during the permit process

Construction Grants

Construction grants may be awarded to applicants that already have a design produced independently, or applicants that previously received an Open Air Beaverton Design Grant. Regardless, applicants must have submitted their Open Air Beaverton Permit application prior to applying for a grant. Through a Construction grant, you will receive: 

  • A cash matching grant of 70% of your project cost, up to $15,000 (the maximum grant)
  • A dedicated Grant Manager to support you during the permit and construction process

How can I prepare to apply?

First, before considering a grant, please consult the OAB permit program to ensure your project is eligible to receive a permit for an Outdoor Service Area. Information about the permit program can be found at www.BeavertonOregon.gov/OpenAir. Then, please see step one below for the documentation needed for each grant program.

The Grant Process

Design Grant

Step 1: Before applying, ensure that you have the following items ready in digital format to upload with your application submission:

  • Owner Authorization Form (if the applicant is not the property owner)
  • Photos: Include 2-3 photos or screen shots from Google Maps or a similar program that show the area where you plan to install an Outdoor Service Area. Please ensure that your business is visible in relation to the proposed area in at least one photo.
  • IRS W-9 Form that was signed within the past 12 months.
  • Inspiration Images (if you already have an idea of what you would like your Service Area to look like, or you have inspiration images)
  • Cover letter (optional)

Step 2: Complete the online application form.

Step 3: City staff will contact you with an award decision 2-4 weeks after your application is received.

Step 4: If awarded, your Grant Manager will provide you with a Grant Agreement, which must be signed for your design project to begin. You will be paired with a designer and schedule meetings after signing this agreement.

Step 5: Your Grant Manager will introduce you to your city-contracted architect, and you will participate in multiple meetings with your Grant Manager and Designer including:

  • The initial Kickoff Meeting
  • Design Review:
    The architect will provide 2 designs for your feedback. After reviewing these at the meeting, you will communicate with your Grant Manager and designer to agree on a final design by email.
  • Design and Cost Review:
    The designer will review the final design and at least 1 rough-order-magnitude bid with you and the Grant Manager.

Step 6: If you are ready to move forward with construction after the Design Grant process, your Grant Manager will help you apply for a Construction Grant.

Construction Grant

Step 1: Before applying, ensure that you have the following items ready in digital format to upload with your application submission:

  • Owner Authorization Form (if the applicant is not the property owner)
  • Photos: Include 2-3 photos or screen shots from Google Maps or a similar program that show the area where you plan to install an Outdoor Service Area. Please ensure that your business is visible in relation to the proposed area in at least one photo.
  • IRS W-9 Form that was signed within the past 12 months. 
  • At least one contractor(s) bid
  • Submitted Permit Drawings (Upload the drawings you provided with your Open Air Beaverton Permit application. This might include plans or elevations related to this project.
  • Cover letter (optional)

Step 2: Complete the online application form.

Step 3: City staff will contact you with an award decision 2-4 weeks after your application is received.

Step 4: If awarded, your Grant Manager will provide you with a Grant Agreement, which must be signed before construction can begin (even if your permit has already been approved). At this time, your Grant Manager will issue a payment for half of the grant amount, if you would like.

Step 5: Participate in a Kickoff Meeting to review the project plan, timeline, permit status, and reimbursement process. The entire project team (contractor, designer, grantee, and Grant Manager) should attend this meeting.

Step 6: Begin construction

Step 7: When construction is complete, the contractor should call for the required inspection under the Open Air Beaverton permit process. You must also notify your Grant Manager of completion as they will complete a separate inspection. After your Grant Manager has confirmed completion, they will issue a payment for the remaining balance of the grant amount.
