In 2011, the city purchased the block of Old Town property bound by 1st, Lombard, 2nd, and Chapman. By November 2011, the city formed a public-private partnership with Roy Kim Development, Inc. to develop the site.
Roy Kim Development, Inc. (RKm) completed construction of the 44 unit mixed-use LaScala in 2016. LaScala has four floors of residential units, over one floor of 5,000 square foot commercial space dedicated to micro-restaurants. The building fronts Lombard and 1st Street directly north of The Barcelona.
RKm and CPAH are successful Washington County area developers, serving their communities through development and ownership over long periods of time.
